Article 2<br />
In the present Convention, genocide means any of the following acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such:<br />
(a) Killing members of the group;<br />
(b) Causing serious bodily or mental harm to members of the group;<br />
(c) Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part;<br />
(d) Imposing measures intended to prevent births within the group;<br />
(e) Forcibly transferring children of the group to another group.<br />

Xasuustu waa mid keenta in dadka wax tirsanayaan wax ku iloobaan, intii wax gaysatayna ay ku uur fayoobaadaan waxaase khalad ah in taariikhda laga sinaysto oo waji ayna lahayn loo galiyo.<br />
Dhinaca awaaqib xumada dhacdadaas, waa malintii keentayu inay khaayinka sokeeye iyo nacasku taliyo, waa maalintii geesigu goblamay, waa maalintii nacas dhiigii dadkiisa darajo ku doontay, waa dhacdadii hadalqaadkeeda intii darxumada darajo moodaysay ay ka aamusnaayeen labaatan sanno.<br />
“Wixii la qoraa quruumo hadhee” (Cabdi Sinimo), 04/02/91 taariikhda Awdal waligeed ka tirmi mayso. Sida 9/11 Maraykan ku tahay ayay 4/2/91 noogu xardhan tahay nooguna xadhanaan doontaa. Mujaahidiinta Awdalna waajibay noogu leeyihiin inaan xusno waayo waa dad lagu laayay gardaro iyagoo hoygoodii jooga oon cidna duulumaad ku ahayn, waana tan ka dhigtay dhacdadaa mid waafaqsan sifaha sharuurcda aadamuhu xasuuqa ku sifeeyaan sida kor ku xusan.<br />

<p>Somaliland community residing in Alberta, Canada, Mr. President, We are writing to congratulate you for your genuine efforts on progressing economy and education system since the inception of your governing. However, we see no visible improvements on security and social parameters as a number of communities had been in protest against your administration and management.<span id="more-15838"></span></p>
<p>&nbsp;</p>
<p>In particular, one issue that we would like to raise in our letter is regarding the ill-advised London conference that you had been invited to attend and your impending decision. Based upon our careful research product and receiving reliable resource about the conference and its masked agenda, we are hereby sturdily advising you not to attend and instead put your energy on solving internal issue such as Buuhoodle matter.</p>
<p>With Somali political anarchy in mind, the very discernible powerful political players in the region are Ethiopia and Kenya supported by western countries, namely USA, France and Britain. In this conference, they will deliver very guarded and planned speech to the Somali fragmented groups with no opportunity given to present their incoherent ideas, following guidelines on how to implements speech key points.</p>
<p>In addition, conference’s itinerary will be strictly managed by hosting country-Britain, and probably Somali attendants will be allocated limited time to present their case as conference activities are preplanned. Thus, Somaliland participants will not only waste their precious times on attending, but will devalue their patriotic principles and will not get sufficient time to present their factual case.</p>
<p>Mr. President, we would like to replay you our recollection as a reminder &#8211; you are the President of Somaliland, officially and democratically elected by his own people. We are extremely concerned about attending this meeting as your presidential value will be devalued and will be sitting with warlords who represent no one, but themselves. We believe that, the fundamentals of convening this conferencing is to prolong Somalia civil war and its misery and not aiming on how to find ever-lasting solution, they would like to see all Somalis in same boat including Somaliland. And their philosophy sounds like “put all your eggs in one basket”.</p>

<p>All Somaliland communities were shocked by the gruesome and cold-blooded murder of innocent people sleeping peacefully in their own homes in Seemaal area on December 5, 2011; a horrific reminder of the slaughter of innocent travelers on the highway near Kalabaydh area on July 11, 2009.<span id="more-15339"></span></p>
<p>As a relative of the victims, I can understand that the first thing that comes to the afflicted community’s mind is to take things into their own hand and revenge. In the absence of an effective government, revenge and retaliation were once the only nuclear deterrents that the Somalis knew. Not to retaliate for your dead ones was and can still be considered as a sign of weakness if not sheer cowardice in the Somali context. Men of peace, particularly at times of heightened tensions are looked down as wimps, while belligerent men who rally the clan behind the Tollaayeey and Aabbahay Goblan banners are seen as heroes.</p>
<p>It is not easy to control one’s emotions in the face of such calamity, and the easiest, most emotionally immature choice is to take the gun and revenge; because anyone, even a child or idiot, can grab a gun and kill people, but not everyone can take the most difficult route and snatch peace out of the jaws of death. The gun-toting war hero can win a battle at the cost of dozens even thousands of lives lost but the peace hero wins victory by sparing equally as many lives from imminent death. Aggressive violence and war come easy but at a high cost. One should look at what is at stake in a war; death and destruction. Yes, one might believe they are living in dignity and some can argue that death is sometimes better than living in indignity, but in cases like that of Kalabadydh and Seemal it is the murderer who lives with indignity and not the living relatives of the victims. Cowardly terrorists who sneak in under the cover of darkness and cold-bloodedly murder innocent sleeping people and travelers are devoid of all dignity. They are indeed a shame on the community they hail from and it’s the duty of their community and the families they came from to do what’s right, allow and support our police department to thoroughly investigate this act of violence and hand over any suspected parties for judicial judgment. But to answer their heinous act by killing other innocent people is equally abhorring no matter how honorable it might look in tribal traditions.</p>
<p>My intention of writing this short piece is therefore to commend the Gadabursi Community for trading the empty pride one feels in taking revenge and killing to the real pride and dignity that comes with being peace heroes rather than war heroes in dealing with the Kalabadydh daylight murder. I would also like to call upon them again this time to resort to their renowned wisdom and tradition of taking the dignified but difficult route to peace in dealing with the Seemaal killings. It is quoted of Somaliland’s former President Rayaale to have said: “Dagaal Ducaan Ka Doortay…” ( I rather choose prayers over war…) As despicable and wimpy as that might look to the bellicose psyche of the Somalis, it indeed reflects a moral high ground and the epitome of wisdom and intellectual maturity.<br />
I say this while demanding justice for the victims slaughtered in Seemaal. We all demand justice for him and those before them. The Sultans of Awdal have unequivocally said this. The Sultans of Gabiley and Hargeisa have said it. The opposition and government political leaders have said it. The wise men and women of Somaliland have said it.</p>
<p>Justice should be done and done quickly and the government should keep its promises to apprehend the murderers and bring them before a court of law. Safeguarding the security of its citizens is one of the fundamental and national responsibilities of the government. These recurring, cowardly and terrorist acts are a threat not only to the national security but will also destroy the bond and cohesion between the community and will in turn cause a great damage to the reputation and image that Somaliland has built over the years as a peaceful oasis.</p>
<p>The steps the government has taken so far and the unanimous condemnation and shock expressed by the different quarters of the Somaliland community are all welcome and highly reassuring, but it is the sole responsibility of the government to turn its words into action and bring the criminals of the Kalabaydh and Seemaal to justice. This should be a matter of national priority for the government and it should devote all its resources to that cause instead of using live ammunition on peaceful demonstrators and arresting and imprisoning community leaders for exercising their right for free speech.</p>

<p><strong>My Dilla-Gorayo Awl Travel Nightmare</strong></p>

<p>Ten days ago this week, a close friend and relative of mine told me he was traveling to Borama to join his family. Then I asked him who was taking him. And he said “I will catch a bus or will go with friends.” And since I have all the free time in Hargeisa, I thought it would be inconsiderate of me not to help. So, I decided to take him in my Toyota Mark II car which is of course a great car when it is in city streets.<span id="more-15085"></span></p>
<p>However, I had not been on Hargeia-Borama roads driving for decades but had of course seen many people coming from Borama almost on daily basis. And though I heard a lot of complaints about road Dilla-Gorayo Awl conditions, I did not give much attention to that.</p>
<p>So, at exactly 1:00pm, we left Hargeisa and it took us only an hour to reach the neglected but historic town of Dilla, the birth place of Somaliland co-education, which is today no more than a ghost town.</p>
<p>During our journey, we rarely noticed the hour-long time because with not much worry about road conditions, we were rejoicing the company, fully absorb, laughing, chatting, singing and occasionally reminding each other of the hey days of that part of this country when farm produce was abundant, livestock was fleshy, fat and plenty and the youth both men and women often danced the rhythmic dhanto and the xoogweyn on festivals on broad day light and of course without any worries of any possible interventions from the Grand muftis of the day who always saw that literally as nothing more than a sinless youth self entertainment to dispose off their innate youth energy.</p>
<p>True, there were many stories to recall, and many things to rejoice and the emotion rousing sights of the area hills and valleys which seemed to leave you with lasting memories, of the golden days of drums and the great nights of lightening, were certainly ones to behold!</p>
<p>But as soon as we passed Dilla, our driving nightmare started to unfold as the road turned ugly, rough and bumpy. And just after Tulli, we heard a loud noise and an unusual heavy car jerk coming from the left rear of my car. In fact, it was so loud that we thought we ran into a road bomb and so shocked, we stopped to check.</p>
<p>When we did, what we saw was ugly….one of my car rear tires busted and shattered into bits and pieces thanks but no thanks to the sharp knife-like rocks that literally make the whole roadway a waste land. So, we had to remove and replace it with my doughnut spare tire and resume the journey.</p>
<p>But worried of what might come next, we had to drive as slow as a snail. In fact, we tiptoed from rock to rock for the rest of the journey and finally reached Borama at exactly 7:00pm; had dinner at Rays Hotel…. That means our journey took 6 hours; nearly five of them between Dilla to Gorayo Awl.</p>
<p>After a short dinner chat, I drove my friend to his home and went to a hotel, after of course leaving my car with a garage attendant next to my night repose.</p>
<p>But since my day was relatively long and exhausting, I fell immediately into deep sleep possibly snoring in minutes till next morning.</p>
<p>The following day, as usual I woke up early; walked to Harowo Hotel which was only a few blocks away; had a cup of coffee for refreshment hoping to jump to my car; visit my relatives many of who live in Borama and then head back to Hargiesa. I had to rush back to Hargeisa because I had an important assignment to finish the next day.</p>
<p>Unfortunately, when I came back, I saw my other rear tire totally flat and I had to scramble for help. Fortunately, someone inflated it from his truck; and I drove the car to a garage to fix my flat. But even then, I would not or could not dare to drive it because, considering the rocky roads on the way, any of my tires could bust again and I should keep my doughnut tire only as spare anyway. So, I decided to buy one or two new tires.</p>
<p>Strangely enough, however, I could not find any new or used tire that could fit my Toyota. And at one point, I had contemplated to tow it and take a ride. But after a long struggle with a lot of advice and help from friends, since there was no way to buy a new or used tire, someone told me there was a guy who owned similar tires who could have a used one from his van. That was a big help and here at last I got one from that guy, happily paid him, inflated all other tires and put my doughnut spare in the trunk.</p>
<p>At about, 11:30 am that day, I drove my friend home as he was all the time with me and I had to forget everything else and hit the road to Hargeisa.</p>
<p>But at Borama control, a police officer stopped me and approached for a regular check and then a young guy not in uniform followed, pulled a check book and wrote me a ticket. Surprised, I asked, “What is it for?” and the guy politely said “Sir, it is for ASRDA, the road guru volunteers remember?”</p>
<p>Taken aback and my tongue tied, I paid the deserving tax and silently said “This project needs the attention of all! It is a necessity to levy all Awdalians to fix it! It is even right to make a mandatory charge of $100.00 per person per year on all Awdalians who can afford it and even put those who refuse to pay in jails!  It is noble charity and a great gift to the community and the country!” Then I drove away.</p>
<p>Within few yards, I caught the expressway to Ayaan daran farm hoping for the best but truly anxious and worried of the rough ride that would soon follow and could possibly shatter my tires again.</p>
<p>Friends, one thing is certain, the sacrifices of those great Awdalians, I tell you, are enormous and worth noting. The job they do is noble and should be remembered forever. Their will, their dedication and determination deserve your support.</p>
<p>In fact, I would suggest that their names be engraved on a golden statue that becomes a land mark or symbol of hope for Awdal. And I would even suggest that ASRDA becomes the nickname of Awdal and call who contribute toward this cause Asrdans!</p>
<p>And last but not least, may I suggest the following?</p>
<ol>
<li>Our country needs business people who collectively invest their resources to generate jobs for the community</li>
<li>It needs selfless and sacrificing leaders who take it out of the current doldrums and despair and puts it on track.</li>
<li>It needs cooperating communities whose goal is to pull the country out of poverty</li>
<li>It needs volunteers who win the fight against hunger and poverty, against ignorance, and against all health and social ills.</li>
<li>It needs leaders whose vision gives hope to the youth whose future is bleak.
<ol>
<li>And it needs the unwavering moral and material support of ASRDA leaders whose sole purpose is to make a difference</li>
</ol>
</li>
</ol>
<ol>
<li>But no, it does not need free riders who do not contribute toward social programs and yet enjoy all the benefits.</li>
<li>It does not need social parasites who want to live on welfare in a whole community that is struggling to make ends meet and yet tightens its belts to help.</li>
<li>It does not need neo Machiavellians fighting for unknown supremacy and/or domination!</li>
<li>It does not need people who want to play politics for personal gains and accordingly put its (country’s) whole future in jeopardy!</li>
<li>It does not need people whose actions can damage or destroy its centuries old civility.</li>
<li>And it does not need men or women who blow up false alarms for their ulterior motives.</li>
</ol>

<p>It is sad that Somalia had collapsed more than two decades ago and remains in comatose to date. And it is equally sad that its people are on the verge of extinction as their lives go from bad to worse year after year!<span id="more-13876"></span></p>
<p>The current Somali famine in which the caring world community is rushing food, medicine and other life saving supplies to the starving Somalis will do a lot to save the lives of kids and mothers whose debilitated bodies may however, be beyond any biological repairs.  And it is sad that over the years, malnutrition has had its toll on Somali kids and their mothers. And the barely alive skeletal human pictures one sees on the internet, television or other media outlets lately, makes any person with human heart to break down to tears. And certainly the Somali intellectuals wherever they are thankful to the caring world community for remembering again Somalia during this difficult time and mobilizing resources to help!</p>
<p>However, one BIG question that people across this global village is probably always asking is “why is the Somali intellectual indifferent to the Somali plight?” And while that is a legitimate question that begs a meaningful response, answering it satisfactorily, in my view is too complex.</p>
<p><strong>How? </strong></p>
<p>As one of the lucky Somali guys who graduated from a national university in the seventies thanks to Somalia, I left the country in the mid seventies and finally ended in the USA where I had additional education despite hard times. And by the time, Somalia collapsed in the early nineties, and the civil war broke out, I was in the USA for over ten years.</p>
<p>After that painful fall, fortunately, the Western world extended its hands to help by offering immigration to Somali families that were in refugee camps in East Africa or the Arab world. So, many families were resettled where I had already lived for years. And like many fellow Somalis there, I found it a must to welcome the new immigrants. And so many including me, came to them hoping to give whatever moral and material support we could afford to our people.</p>
<p>Unfortunately, as soon as he saw Somalis, the head of the new community, a total of 20 families, broke into tears shouting “why are people from the TRIBES who destroyed our homes, our farms and our families back home, here too taking over whatever America is giving us? …. we do not want to see these MERDERERS here too!” He continued, cursing us! Of course, we tried to calm him but could not and sadly all those with him either remained silent or supported him.</p>
<p>Friends, to the horrors of the Church agency that brought them, the new Somali immigrants refused to accept even our presence and insisted we should leave! But the irony is that agencies that bring refugees to USA which apparently, our immigrants preferred over us, do nothing more than pay their rents for a few months; then push them to find a labor job that usually pays the minimum wage which could be as low as $4.50 per hour. And then abandon them forever. And sadly such jobs only pay you a total of $180.00 per week or $720.00 a month. And of course after the federal tax, Medicare deductions, etc. you make no more than $150.00 a week….that is $600.00/month. And out of that, one has to pay his/her rent, food, utilities etc. <strong> </strong></p>
<p><strong> </strong></p>
<p>A few months later, the Muslim community in our city learned the hardships our new Somali immigrants were facing and called us to the Mosques possibly assuming we did not care. But to their surprise, they too learned the dilemma we faced before. And likewise, the Department of Health and Human Services of the state we lived contacted those of us they could get in touch with, but again they too realized what some of us went through with our community before!</p>
<p>In another bizarre story, an old Somali woman who spoke only Somali had a job somewhere in the city I lived. Unfortunately, according to reports she filed with a local hospital, she hurt herself in the job. So, her people who possibly lived in another state, advised her to sue the company! And so she filed a law-suit. A few weeks later, many local organizations spread the news that a Somali lady who hurt herself in a job is suing the company she worked for but needs a Somali interpreter! Would you help her possibly expecting you to lie for her so she wins? Or would you rather run for your life knowing in what you might end up?</p>
<p>A few days later, someone forwarded the email to me. But after I read it, I thought over all possibilities. And based on what happened to others who I knew went through similar stories during this tragic Somali history, though I wished I could, I decided not to for fear of the possible consequences. For one thing, she would only trust people from her TRIBE and for the other, even if I successfully helped her and she won the case, making $100,000.00 for instance, she might automatically assume I took the rest because naturally, Somalis are suspicious of one another especially when they are not of the same TRIBE. And the saddest part of the story is that even many intellectuals of her TRIBE might equally believe her by believing only her version of the story and never give you the benefit of the doubt.</p>
<p>Friends, the weird part of the story is, if you do what is morally right for a typical Somali who has a problem, it is possible you become a victim of TRIBAL vilifications as Somalis rarely trust one another. And it is the perceived blind hate based on suspicion that often makes you withheld your sacrifices toward your people, thanks again to TRIBALISM! It is no wonder, therefore, that the Somali intellectual withholds his sacrifices toward his/her people after all he/she could be vilified for doing even if you are right!</p>
<p>In yet another sad story, a Somali intellectual established a social services center in his adopted home town in the West so that he could help his community. And after hard work, he completed all the documentations and the by-laws of his NGO as per the local government requirements. And according to an interview he gave over to a local media, his goal was to be an advocate for his people so that they get their rights and all their social services. Unfortunately, soon he was forced to close it because of the “he is not from my TRIBE” syndrome because few were willing to register with him. In fact, according to him, most said they would rather go to foreigners for help. So, the whole project failed apparently he was not from their tribe!</p>
<p>In yet another bizarre story that I heard when I was working in the United Arab Emirates from 1997 to 2008, Sheikh Zayed, President of UAE and the king of the richest Abu Dhabi Sheikhdom offered nationality to Somalis who worked there because he loved Somalis. However, his office requested some Somalis to select a head who he could directly deal with for all their needs. But as usual, looking the matter through their own myopic TRIABL perspectives, Somalis automatically fought over which TRIBE should get the leadership. So, the president’s office got no response. Fortunately, after a long wait, knowing Somalis and realizing their agreements to disagree forever, Sheikh Zayed again called them and raised his number to three leaders so that the issue is finalized. But again things were back to square one. And so, the President, May Lord, the Almighty bless his soul, angrily took back his offer and closed that door once and for all!</p>
<p>My dear Somali friends, stories like these are rife anywhere our communities live and incidents like these are only the tip of the iceberg. They have their parallels and precedents.</p>
<p>Today, the Western world that out of humanitarian assistance, gave Somalis sanctuary during their difficult times, now knows them well and is in fact sick and tired of it. It is a fact that it (western world) considers Somalis as villains and the natural liars of “a failed state” in the Horn of Africa or the rag tags from the Dark Continent! It is sad that for Somalis to coexist is</p>
<p>My dear Somalis, let us face the facts, at this time when the whole world competes for supremacy, Somalis are competing to annihilation and sadly we are in deep moral deficit, mental deficit, emotional deficit, spiritual deficit, health deficit, muscle deficit and material deficit! But had we only controlled the uncompromising TRIBAL monster that devours our whole existence, our people would have never been through those hardships!</p>
<p>Somalis, may I refer you to Mr. Bashir Goth’s poem of the eighties:</p>
<p>”…dadkayga hagaasay, habeen hilbahooga waraabuhu hiigay, hooyada ladiweyday, habarka na haysta…. hayeyda, hayeyda, hayeyda adduunku ku haybsho jalkooda, haddaan umadaydu hagaagba arkaynin, hurdada ka kacaynin, miyaan anna heesta, hadaaqiyo guuxa, naftayda hodaaya, hubaal uga seexo!</p>

<li>For how long should we, Somalis remain in this status quo aggressively employing the “us versus them” syndrome?</li>
<li>For how long, one must trust ALL his clan X people as his truly trusted friends and keep seeing ALL others as his natural enemies?</li>
<li>For how long should each Somali remain in his TRIBAL enclave, enjoying his false self-esteem and inflict maximum damage to those of other TRIBEs?</li>
<li>For how long the TRIBE SYNDDROME will remain as the epitome of all Somali ideals?</li>
<li>Do we, as Somalis, know that we are considered today, as the lowest of low of all humanity because Somalia is the only failed state in this global village?</li>
<li>For how long Somalis should remain indifferent to the plight of their people whose skeletal bodies placed on the internet, television or other media outlets, makes all mankind cry?</li>
</ol>

<p><strong>Bin Laden’s death may end a painful era for the Muslim world </strong></p>
<p>Bin Laden is gone. He died as he wished to die, a martyr to some but to many others an evil incarnate who chose to live by the gun and surely died by the gun.</p>
<p>But the nagging question is will the world be any different? Not so soon. As the Somalis say: Ayax teg, eelna reeb (gone is the locust, but it has left behind a lasting breed). Bin Laden has left behind a proliferating breed of Al Qaeda affiliates in many parts of the world. Indeed the world may experience nasty reminders in the near future as his followers try to demonstrate their ability to avenge their leader’s death.<span id="more-12858"></span></p>
<p>One may hope, however, that Bin Laden’s departure closes a dark and painful era of division and hostility between the west and the Muslim world. No one can deny that Bin Laden and his extremist ideology were responsible for the killing of tens of thousands of innocent people around the world. Bin Laden adherents killed thousands of Muslims in mosques, in shopping centers, in schools and orphanages, in hotels and in their own homes while sleeping or meeting around their dining tables. The U.S invasion of Afghanistan and Iraq might never have happened and tens of thousands of lives as well as the material wealth and cultural heritage of old civilizations might never have been destroyed without the existence of Bin Laden. Muslim communities in the West might never have experienced such unprecedented alienation and Islamophobia and Muslim youth born and bred in Western capitals might never have sought deliverance and martyrdom in mass killing and suicide bombings. Thousands of spin doctors, spontaneous pundits and security experts might never have earned big bucks in the industry of terrorism and the Arab news satellite Al Jazeera might never have grown into such an iconic yet idiosyncratic news channel without propagating Bin Laden’s poisonous messages.</p>
<p>It is arguably true that it might have been ideal to capture Bin Laden alive and bring him to face justice in a court of law, but did Bin Laden himself believe in an ideal world? Did he allowed justice for the thousands of people killed by his supporters and sympathizers or did he ever express any sympathy to the victims of his terrorist marauders?</p>
<p>There is no doubt that Bin Laden’s Rambo type killing by Americans would turn him into a martyr, but it is also true it would be very difficult for Al Qaeda to survive very long without the deep pockets and outreach of Bin Laden and without his charisma as a Buddha-like figure who was born into wealth and luxury and chose to lead a harsh life among the poor. Al Qaeda was a house built on sand and stood only due to the ingenuity of its engineer and with the departure of the engineer, it will eventually fall. Granted that the debris and the fall out will cause a lot of damage here and there, but once the dust settles down there would be no Bin Laden to erect it again.</p>
<p>We hope Al Shabab, the Al Qaeda offshoot in Somalia, will take heed, disband and ask forgiveness from the Somali people for heinous atrocities they committed before it is too late.</p>
<p>It is also worth to remember that Bin Ladenism has long been buried by Arab youth inspired revolutions before the death of Bin Laden himself. And we hope that Al Shabab, the Al Qaeda offshoot in Somalia, would take heed, disband and ask forgiveness from the Somali people for the heinous atrocities they committed before it is too late.</p>
